The educators manually review thousands of mobile apps available in the Google Play & Apple App Stores as well as connected TV (CTV) apps from the Roku Channel Store and Amazon Fire TV App Store using the COPPA Rule factors shown below & make those results available to the public at ratings.pixalate.com.

This post takes a look at a popular CTV app from the Roku Channel Store. Our reviewer discusses how the subjective factors set forth in the COPPA Rule apply to the app and factor into the reviewer's determination as to whether the app is child-directed or general audience (i.e., it is not targeting children).

Cartoon Classics Channel is a cartoon entertainment channel where kids and families can enjoy a wide selection of timeless animated shows that entice viewers of all ages.  It provides friendly entertainment from beloved characters and classic storylines. The visual content has a vintage collective assortment of cartoons that include shows such as Casper the Friendly Ghost, Breakfast Pals, and Little Lulu. It has old cartoon-style grainy animation-type graphics with charm and uniqueness.  The app has child-oriented visuals, showing that it is child-directed in a mixed audience.

There is no age gate. Once searched on Roku, the app is available to download and use without a subscription. It is in the Movies & TV category under Kids & Family in the Roku store.

Privacy:

The developer’s privacy policy states, “MIC does not knowingly collect personal information from anyone under the age of 13 through our websites, app or channel, and children under 13 should always get permission from a parent or legal guardian before assessing the app and/or providing any information about themselves.” The policy also states, “We do collect your personal information during your sign-up process to our service or to our affiliates…where possible, we will inform you, at or before the time of collecting your personal information, the types of organizations that we intend to disclose your personal information to.”
