Our reviewer discusses how the subjective factors set forth in the COPPA Rule apply to the app and factor into the reviewer's determination as to whether the app is child-directed or general audience (i.e., it is not targeting children).

Noggin Preschool Learning Videos for kids has an enormous collection of familiar characters and shows that keeps children entertained while helping them learn. The visual content as well as the animation of the games and shows are kids favorites such as Paw Patrol and Peppa Pig. It helps kids learn sounds, shapes, letters, and numbers. The app has fun interactive games and a library of learning videos that help kids build foundational skills and nurture their creativity.

A review posted in August of 2023 says,” they are a blast for kids to play..my 9 year old grandson has had this since he was 3.”  Another review posted in November of 2022 says,”so easy to access my 5 year old grandson can find his shows to watch.”

The apps language in the  product description states,” Noggin is great for kids ages 2 and older….safe and easy for kids to navigate independently.”

Privacy:

The developer’s privacy policy states, “some of our services are directed to children…we may collect, use, or disclose information about you…we also outline how and when we will provide parental notice and/or seek parental consent.”
