This post takes a look at a popular mobile app (1 million+ downloads) from the Google Play Store. Our reviewer discusses how the subjective factors set forth in the COPPA Rule apply to the app and factor into the reviewer's determination as to whether the app is child-directed or general audience (i.e., it is not targeting children).
The teacher will indicate the factors they relied upon in their assessment using the 10 factors shown below that reflect the 10 child-directed factors in the COPPA Rule.
Valentine Glitter Painting Art is an entertaining painting color-by-number app in which players create colorful art. The gameplay is a relaxing, straightforward, and simple app in which players use free art such as hearts, bears, words, sparkling pictures, flowers, and mandala artworks. It has visual content and animation that is highly pigmented colors with different animals and other childlike-oriented characters. Players have a choice to store their artwork, download it, or share it with others. There are various free images but there is also a subscription for access to all of the content. Overall, the app can help players beat stress and relax.
There are advertisements displayed at the bottom banner of the app which are directed to a general audience.
The app is rated E for Everyone in the Google Play store. There is no age gate.
